Our approach

We write for the people who will open the plan at 2 a.m. That means starting with how your organization actually operates, aligning the structure to CPG 101 and NIMS, and organizing every section around roles, checklists, and decision points responders can find under pressure. Every plan we deliver is built to be exercised.

Base plans and annexes

The core of a jurisdiction's preparedness program, written to the standard and organized for use.

  • Emergency operations plans: All-hazards base plans aligned to CPG 101 and NIMS that define direction and control, roles, and coordination for the whole organization.
  • Functional annexes: Mass care and sheltering, evacuation, public information, resource management, communications, and the other functions your plan must cover.
  • Hazard-specific annexes: Flooding, severe weather, hazardous materials, cyber incidents, civil disturbance, and the hazards your risk assessment ranks highest.
  • EOC activation guides: Position checklists, activation levels, and job aids that let staff step into a role they do not hold every day.

Specialized plans

Plans for the organizations and situations that generic templates miss.

  • School emergency operations plans: District and campus plans that meet state standards and integrate with the law enforcement and emergency management agencies that respond.
  • Family reunification plans: Accountability, reunification sites, communications, and records that work under stress, for schools and for jurisdictions.
  • Access and functional needs: Planning that integrates people with disabilities and others with access and functional needs into sheltering, evacuation, and communications.
  • Resource management and mutual aid: Resource typing, mutual-aid agreements, and request processes that stand up when local capacity is exceeded.

Why High Street?

High Street planners have written, activated, and exercised emergency operations plans for federal, state, and local agencies, and have run the EOCs those plans describe. We can design the tabletop that validates the plan and, through Beehive, build the exercise in days rather than months.
