Our approach

We evaluate against the objectives the exercise was built to test. Trained evaluators capture observations using exercise evaluation guides, the hotwash and participant feedback add context, and the report presents strengths and areas for improvement by capability with root causes named.

Evaluation

Data collection by people who were not in the exercise.

  • Exercise evaluation guides: Evaluation guides aligned to each objective and core capability, prepared before the exercise.
  • Trained evaluators: Evaluators assigned to positions and objectives, with a common standard for what good looks like.
  • Hotwash and participant feedback: Facilitated hotwash immediately after the exercise and structured feedback forms.
  • Controller and simulation inputs: Records of injects and timing so findings are tied to what participants actually faced.

The report

Two audiences, one document.

  • Executive summary: The findings that matter, in a page leadership will read.
  • Analysis by capability: Strengths and areas for improvement for each objective, with the observation, the analysis, and the root cause.
  • Improvement plan: Corrective actions with owners, due dates, and the capability each improves.
  • Out-brief: A presentation of findings to leadership and the exercise planning team.

Why High Street?

High Street evaluators have produced hundreds of after-action reports for exercises across the United States and internationally. We write reports that are candid because we were not part of the response, and useful because we have been.
