Our approach

After a disaster, funding arrives from several federal programs with different rules, timelines, and duplication-of-benefits requirements. We map the sources available to your jurisdiction, sequence them correctly, and manage compliance so funding is maximized and defensible.

Funding programs

The sources we manage alongside Public Assistance.

  • HUD CDBG-DR and CDBG-MIT: Action plans, program design, and compliance for Community Development Block Grant disaster recovery and mitigation funding.
  • Hazard Mitigation Grant Program: Post-disaster HMGP project identification, benefit-cost analysis, and application support.
  • National Flood Insurance Program: NFIP claims coordination and substantial damage determinations.
  • Other federal and state sources: FHWA emergency relief, SBA, USDA, and state recovery programs where they apply.

Coordination and compliance

Keeping the sources from colliding.

  • Funding strategy: A sequenced plan for which program funds which need, developed with leadership.
  • Duplication of benefits: Analysis and documentation that satisfy federal duplication-of-benefits requirements.
  • Insurance coordination: Commercial insurance claims managed alongside federal programs so recoveries are credited correctly.
  • Monitoring and reporting: Program reporting and monitoring responses for each funding source.

Why High Street?

High Street recovery practitioners have administered FEMA, HUD, Treasury, and Department of Transportation funding at the federal and local level, and have advised Congress and agency leadership on how those programs work together.
