Our approach

Jurisdictions lose eligible funding because the staff who track costs have never worked a declaration. Our Disaster Recovery Public Assistance Financial Administration Training teaches the program the way it is actually administered, with your own policies and systems in the exercises, so staff are ready when the declaration comes.

The course

Built by practitioners who have administered the program.

  • Program fundamentals: Eligibility, categories of work, project formulation, and the recovery timeline.
  • Documentation and cost tracking: Force account labor and equipment, contracts, materials, and the records FEMA and auditors require.
  • Procurement under federal rules: Procurement requirements that keep contracted work eligible.
  • Claims, appeals, and closeout: How reimbursement, appeals, and closeout actually work, and where jurisdictions go wrong.

Delivery

Matched to your staff and schedule.

  • In-person workshops: One- or two-day sessions for finance, procurement, public works, and emergency management staff together.
  • Virtual delivery: Live online sessions for distributed or multi-jurisdiction audiences.
  • Train-the-trainer: Materials and instructor preparation so your agency can sustain the training.
  • Readiness review: An optional review of your policies, systems, and templates against what the course teaches.

Why High Street?

High Street launched this training because we saw the same documentation failures in recovery after recovery. It is taught by practitioners who have administered Public Assistance at the federal and local level and audited it at GAO.
