Our approach

A mitigation plan unlocks funding, but only an approved one. We run the planning process with your stakeholders, build the risk assessment and mitigation strategy to FEMA standards, carry the plan through state and FEMA review, and leave you with a document and a maintenance process that keep working.

Plan development

The full planning process, led by High Street.

  • Planning process and stakeholder engagement: Planning team facilitation, public involvement, and documentation that meets FEMA requirements.
  • Risk assessment: Hazard identification, profiles, vulnerability analysis, and loss estimates for each hazard.
  • Mitigation strategy: Goals, prioritized actions, and implementation responsibility for each participating jurisdiction.
  • Plan review and approval: Submission, response to state and FEMA review, and adoption support.

Plan types and maintenance

Scaled to the jurisdiction.

  • Single and multi-jurisdiction plans: County, municipal, regional, and tribal plans with jurisdiction-specific annexes.
  • Campus and special-district plans: Plans for universities, school districts, and special districts.
  • Five-year updates: Updates that reflect new hazards, completed actions, and changed conditions.
  • Plan maintenance: Annual review and action tracking so the next update starts from a current plan.

Why High Street?

High Street planners have developed and updated mitigation plans across multiple states and know what state and FEMA reviewers look for. We build plans that get approved and that your staff will actually open before the next grant cycle.
