Our approach
A 2024 state audit found zero of 47 schools reviewed met every emergency planning standard. We review district and campus plans against the applicable state requirements and federal guidance, walk the campus, and update the plan with the law enforcement and emergency management agencies that will respond, so the plan reflects the building and the partners rather than a template.
Plan review
Where the plan stands today.
- Standards compliance review: Line-by-line review against state school safety requirements and federal guidance.
- Campus walk-through: On-site review of access control, assembly and reunification areas, and the procedures the plan describes.
- Partner alignment: Review of the plan with law enforcement, fire, EMS, and emergency management to confirm roles and response.
- Gap report: Findings prioritized by risk, with the changes required for compliance and for function.
Plan development
Plans that work on the day.
- District and campus plans: Base plans and campus-specific annexes written for the people who will use them.
- Threat-specific procedures: Lockdown, secure, evacuate, shelter, and hold procedures aligned to a standard response protocol.
- Reunification integration: Family reunification procedures integrated into the plan rather than appended.
- Training and exercise alignment: A training and exercise cycle built on the updated plan.
Why High Street?
High Street practitioners have written and exercised school emergency plans with districts and their public safety partners, and we bring the same standards we apply for federal and state agencies to the campus.
