Our approach
A tabletop is only as good as its objectives. We define them with your leadership, build a scenario that tests those objectives and nothing else, and facilitate so that participants talk about their own roles rather than listening to ours. Every discussion-based exercise we run is documented to HSEEP standards and closes with an after-action report.
Exercise types
Matched to where your program is and what you need to learn.
- Seminars: Orientation sessions that introduce a new plan, policy, or procedure to the people who will use it.
- Workshops: Working sessions that produce something: an exercise program plan, a draft annex, a revised standard operating procedure.
- Tabletop exercises: Facilitated scenario discussions that clarify roles, test coordination, and expose planning gaps without disrupting operations.
- Games: Structured decision exercises for leadership that explore the consequences of alternative courses of action.
What we deliver
The full HSEEP documentation set, developed with your planning team.
- Situation manual: The scenario, modules, and discussion questions participants work from.
- Facilitator and evaluator materials: Facilitator guides, exercise evaluation guides, and participant feedback forms.
- Facilitation and evaluation: Practitioners who facilitate the discussion and evaluators who capture what happened against each objective.
- After-action report and improvement plan: Findings by objective and corrective actions with owners and dates.
Why High Street?
High Street practitioners have facilitated tabletops for federal agencies, state and local governments, school districts, and critical infrastructure operators. With Beehive, we can design a tabletop in days rather than weeks, so your program can exercise more often without adding staff.
