Our approach
An exercise that is not connected to the one before it or the one after it teaches less than it should. We facilitate the integrated preparedness planning workshop, set priorities with your leadership and partners, and lay out a multi-year schedule of training and exercises that builds toward them and meets your grant obligations.
Program planning
The structure that makes individual exercises add up.
- Integrated preparedness planning workshop: A facilitated session with leadership and partners that sets program priorities from risk, capability gaps, and corrective actions.
- Multi-year training and exercise plan: A documented schedule of training and progressive exercises aligned to each priority.
- Grant alignment: Program documentation that satisfies EMPG, HSGP, and other preparedness grant requirements.
- Corrective action tracking: A living improvement plan that carries findings from each exercise into the next.
Program delivery
Sustaining the program after the plan is written.
- Annual exercise design and conduct: Each exercise in the schedule designed, delivered, and evaluated by High Street or by your staff with our support.
- Training schedule delivery: Courses delivered in the sequence the plan calls for, in the formats your workforce needs.
- Program reviews: Annual review of progress against priorities, with the plan updated for the next cycle.
- Beehive program management: Exercise development, evaluation, and corrective action tracking in one platform.
Why High Street?
High Street has built and run multi-year programs for jurisdictions with one emergency manager and for federal agencies with hundreds of staff. Beehive, our exercise platform, was built so that a small program can sustain a full exercise cycle.
