Our approach
Operations-based exercises are expensive in staff time, so every one we design is scoped to specific capabilities and objectives. We build the master scenario events list, train the controllers and evaluators, run the exercise safely, and capture what the plan did and did not do under realistic conditions.
Exercise types
Scaled from one function to the whole jurisdiction.
- Drills: Supervised activities that validate a single function or procedure, such as notification, evacuation, or equipment deployment.
- Functional exercises: Simulated operations that test command, coordination, and communications in an EOC or command post without deploying field resources.
- Full-scale exercises: Multi-agency, multi-jurisdiction exercises with deployed resources that test interoperability and the plan end to end.
- Progressive series: A seminar, tabletop, functional, and full-scale sequence that builds capability over a planning cycle.
What we deliver
Everything required to run the exercise safely and evaluate it honestly.
- Exercise plan and controller materials: Exercise plan, master scenario events list, controller and evaluator handbook, and safety plan.
- Simulation cell: Staffed simulation of the agencies and inputs that are not playing, so participants experience a realistic incident.
- Control and evaluation: Trained controllers and evaluators on the day, assigned to objectives and positions.
- After-action report and improvement plan: Findings and corrective actions delivered in time for the next planning cycle.
